Speaking at the official launch of the Nigerian Upstream Cost Optimisation Program on Tuesday, Sylva said that there is no provision of subsidy in the 2021 budget, and Nigerian National Petroleum Corporation, NNPC, can not continue to bear the cost of under-recovery.
