The plenary session of the National Conference will resume on Monday to commence considering reports of the 20 Standing Committees assigned to handle “critical national issues”.
This was contained in a statement by the conference Assistant Secretary on Media and Communications, James Akpandem, on Saturday in Abuja.
Akpandem said some of the committees had already submitted signed copies of their reports, with agreed recommendations to the Conference Secretariat within the week for distribution to delegates.
He, however, said other committees were still busy with the collation of their final reports.
Akpandem said submission of committees’ reports to the conference was in line with Order 12(d-e) of the National Conference Procedure Rules 2014.
Akpandem said the modalities for consideration of reports would be made known at the resumption of plenary on Monday.
He said: “It may include consideration of recommendations contained in each report clause-by-clause and will on each item take a vote where there is no clear consensus.
“The pattern of voting as contained in Order 11 of the National Conference Procedure Rules 2014 would be adopted by the Conference Chairman, Justice Idris Kutigi (rtd).”
Akpandem said the Order provided that all decisions of the Conference at Plenary and Committee stage shall be reached by consensus.
However, where the plenary failed to reach decision by consensus “the chairman shall, at his discretion adjourn proceedings to allow for further consultations.
“In the case of failure to reach a resolution on the matter by consensus, it shall be decided by a vote of 70 per cent majority of delegates present and voting.”
He said after considering the 20 reports in line with Order 13 of the Conference Procedure Rules, a final report of the conference shall be drawn up and approved by delegates.
