The gang was said to be behind the abduction of the grandchildren of the Kaduna State Commissioner for Finance.
The gangs known locally as bandits have terrorised northwest and central Nigeria for years, but attacks have become more violent in recent months.
This was after the bandits attacked a security post and shot dead five policemen who attempted to confront them.
The attack also left several others injured, majority of whom are currently receiving treatment at the General Hospital, Sabon Birni.
This clarification was made by the Minister of Information and Culture, Alhaji Lai Mohammed, in an interview with the News Agency of Nigeria in Abuja.
The command also announced that the arrested persons included those suspected to be supplying fuel to bandits in different parts of the state.
It was learnt that on Tuesday at about 1300hrs, the Command succeeded in arresting Almustapha Kabir, 18 of Dan’arau village, Niger Republic, who specialises in supplying fuel to bandits in the forest.
They were in possession of hard drugs, ammunition and communication equipment suspected to be for use by bandits in Kaduna State.
Condemning the killing of the surgeon, Kalu urged security agencies to launch a robust investigation in a bid to bring the perpetrators to book, adding that the late medical practitioner was gentle and kind-hearted.
The people were said to have been killed on Tuesday when the bandits sneaked in from their hideout in Kaduna State.
A resident was burnt alive while many policemen remain unaccounted for in the attack which occurred in Sabon Birni Local Government Area of the state on Wednesday.
The Upper Chamber also called on the President to declare known leaders of bandits in the country wanted and track them wherever they are for arrest and prosecution.
In an intelligence sighted by PRNigeria, the security personnel were killed at a remote border settlement.
The fleeing bandits are said to have been moving to settlements and villages in Katsina and Sokoto in droves.
The Minister of Information and Culture, Alhaji Lai Mohammed, levelled the accusation on Thursday in Abuja on Thursday.
Citing security sources, the agency said the attackers stole weapons and also set houses on fire.
He said in Gusau that instead, security forces would flush them out of the state.
