The Rangers of Enugu player supplied the only pass that broke the resistance of the Tunisians when he set up dangerman Chisom Chikatara in the 55th minute of the tie.
Okoro also combined beautifully with Paul Onobi and Prince Aggrey to ensure that the North Africans were kept at bay.
He joins Chikatara as the second Nigerian to pick the award at the ongoing tourney in Rwanda.
Nigeria hosts Guinea in final group game on Tuesday.
