SERAP is urging him to “ensure that the perpetrators and their sponsors are named and shamed, and promptly brought to justice, regardless of their political affiliations.”
The sum, the body in a press statement signed by its Deputy Director Kolawole Oluwadare, might have been “mismanaged or diverted into private pockets.”
SERAP made the demand on Sunday in an open letter he sent to President Buhari on the infractions by the MDAs.
SERAP said: “We urge you to publicly give an assurance that you and your government would end the worsening rule of law crisis, obey court judgments, genuinely combat grand corruption, and address the systematic and egregious violations of Nigerians’ right to life and security in several parts of the country.”
SERAP urged him to “direct Mr Malami and appropriate anti-corruption agencies to investigate why the Safe Schools Initiative, established to bolster security at schools in response to the abduction of the Chibok schoolgirls has failed to stop frequent abductions of students, and to ensure the safety and security of Nigerian children in schools across the country.”
The organisation also urged President Buhari to “direct Mr Malami and the anticorruption agencies to make public the outcome of any investigation, and to prosecute suspected perpetrators if there is relevant admissible evidence, as well as fully recover any missing public funds.”
There was a further intensification of repression of human rights, including the right to peaceful assembly, in October when #EndSARS protesters participating in demonstrations to end police violence and corruption were reportedly harassed, intimidated, attacked and killed in several parts of Nigeria.
The organization said: “The high-profile corruption cases include 103 cases reportedly sent by the Economic and Financial Crimes Commission [EFCC] in 2017, and the 15 allegedly missing case files sent by the now defunct Special Presidential Investigation Panel on the Recovery of Public Property, [SPIP] in 2019 to Mr Malami.”
The Presidential Advisory Committee Against Corruption headed by Prof. Itse Sagay had last week reportedly raised concerns that “the government is pushing a bill to amend the EFCC Act, 2004, which will demolish the anti-corruption infrastructure of Nigeria, and confer an enormous power of control of the anti-graft agency on the office of the Attorney General of the Federation.”
The organization advised President Muhammadu Buhari to “instruct the Attorney General of the Federation and Minister of Justice Mr Abubakar Malami to open discussion with the Office of the Prosecutor of the International Criminal Court (ICC) to establish whether substantial grounds and the requisite elements exist to warrant the intervention of the Prosecutor in this case.
