The Minister of Works, Mike Onolememen, who performed the inauguration, said government reconstructed the road to enhance socio-economic development of the area
Onolememen lamented that in view of the lean allocation for the Ministry in the 2015 Budget, that out of the Ministry’s portfolio of about 210 ongoing road and bridge projects, only 33 have been provided for and the provisions are insufficient to encourage the contractors to sustain appreciable progress of works on site
According to the Minister of Works, Mike Onolememen, his ministry had already procured Certificate of No Objection on the project from the Bureau of Public Procurement
Owan-Enoh, who expressed the concern in Calabar in an interview with the News Agency of Nigeria, blamed the situation on inadequate budgetary provisions and slow pace of budget implementation
The minister said this in Lagos during a slide presentation of work on the Oshodi-Apapa Expressway by Julius Berger Plc
The minister said that N30 billion of the amount would be sourced from the SURE-P while the balance would come from the private sector partners
This, he said, included off-budget sources such as funding from multilateral agencies through concessional loans, public private partnership scheme and raising road bonds through the debt management office for the development of economic roads
This was disclosed by the Minister of Works, Mike Onolememen, on Wednesday in Abuja while fielding questions at a News Agency of Nigeria Forum
According to him, inadequate funds continued to be the major challenge faced by the Ministry of Works and this had led to the slow pace of some arterial roads projects

The Committee, comprising Ministers of the Road Infrastructure and Works of Benin, Cote d’Ivoire, Ghana, Nigeria and Togo, also mandated the ECOWAS Commission to engage with partners to submit proposals for transaction advisory services and the mobilization of external funding for the project
The Minister, while officially handing over the vehicles, said the gesture was to enhance road safety management and increase safety enforcement strategies
The Chairman of the committee, Senator Abdul Ningi (PDP-Bauchi), said the incident was an attempt to undermine the committee and would not be condoned

The breakdown of the contracts, according to the Minister of Works, Mike Onolememen, and his Minister of State, Ambassador Bashir Yuguda, who both flanked Maku, showed that contract for the reconstruction of Apapa-Oshodi Expressway in Lagos State was awarded to Julius Berger in the sum of N14.9 billion for a period of 15 months
She also told State House correspondents that the electricity generated could be used to charge mobile phones and other household equipments as well as serve bulb points
The Commissioner for Infrastructure at the commission, Ebima Njie, said all ECOWAS member states and development partners would be involved in the funding of the project
The Ogbomoso-Ilorin section had since been completed, leaving the middle segment, Oyo to Ogbomoso, for that corridor to be finally delivered
Onolememen said the Ministry would collaborate with COREN to address the problem, adding that efforts were on to train youths to handle the jobs being done by their foreign counterparts
