Convinced that the report just released by the United Kingdom-based non-governmental group-Amnesty International on the widespread use of torture by the Nigeria police was evidently and empirically correct, the pro-democracy non-governmental organization-HUMAN RIGHTS WRITERS ASSOCIATION OF NIGERIA (HURIWA) has challenged the Inspector General of Police Mr. Suleiman Abba to carry out comprehensive internal clean up exercise to name, shame and prosecute indicted operatives and officers rather than inundate Nigerians with empty rhetorics.

According to the Northern delegates, the draft Constitution as prepared by the Justice Idris Kutigi-led Secretariat of the National Conference was a third term agenda designed primarily to allow President Jonathan and other incumbent elective office holders, whom they alleged as not qualified, to run in 2015, even as they warned that if allowed to sail through, it has the potential of throwing the country into violence and anarchy

The 18 new council areas are to operate as Local Council Development Areas pending the concurrence of the National Assembly, which would accord them the status of full fledged local government councils
