Uduaghan, a silent performer – Delta Assembly commission

The Chairman of the Delta State House of Assembly Commission, Barrister Josephine Ada Kachikwu, has described the state Governor, Dr. Emmanuel Uduaghan, as a leader who is consistently committed to excellent service delivery.
Kachikwu said her judgement of the governor stemmed from the fact that he has been committed to the training and re-training of the commission’s staff, among other things.
She disclosed that the commission has benefitted immensely from Uduaghan’s commitment towards ensuring that members of staff are well equipped to do their jobs.
In a detailed report on the activities of the commission since its inauguration in 2011 made available to The Eagle Online in Asaba on Monday, Kachikwu stated that the governor motivated workers to higher productivity via his human-capital development agenda by organising training programmes in the nation’s best management, administrative and legislative institutions, including the Centre for Management Development, Lagos; the Administrative Staff College of Nigeria, Badagry; the National Insitute for Legislative Studies, Abuja; the Institute of Advanced Legal Studies, Abuja; the Industrial Training Fund, Benin City in Edo State and Warri in Delta State; and a few technical consultants.
She said: “The investment on training has paid off handsomely as we can now boast of a work-force that can deliver on our core mandate of providing personnel that will assist the legislators to make good laws for the good people of Delta State.
“We wish to register our appreciation to the Governor, Dr. Emmanuel Uduaghan, for his magnanimity in approving funds for the training.”
The Commission chairman also thanked Uduaghan for approving the procurement of cars for the Secretary of the Commission, Directors and the Accountant, while a 35-seater air-conditioned Costa Bus for staff and a Hilux Double-Cabin Toyota Van aside of a functional loan scheme for workers.
She added: “To maintain our flagship position as the best House of Assembly Commission in Nigeria, we blazed the trail by introducing a scientific method of checking lateness to work and absenteeism through what is called the Clock-in-Clock-Out-Machine which captures the biometric information of each employee as he clocks-in and clocks-out daily.”
Kachikwu noted that the method “gives graphically the number of days and hours of attendance of each worker, it is fraud- proof as nobody can clock-in or out for another person, not even a twin brother or sister.”
She stated that members of the Commission – Hon. Sam Ogrih, Hon. John Idogun, Hon. Cordilia Onya, Hon. Roland Kemefia; Barrister Benedict Etanabene and Prince Mike Oputa – have contributed immensely to the success story of the Commission.
She assured members of the public that the Commission will not relent in its function of recruitment, promotion, training and discipline of staff of the Commission and even at paying glowing tribute to a silent performer like the governor of the state.
