BPP introduces electronic Public Procurement Platform

The Bureau of Public Procurement is set to introduce electronic Public Procurement, e-PP, into Nigeria’s public procurement system.
This was contained in a document made available to the News Agency of Nigeria by the Public Relations Officer of the Bureau, Thomas Odemwingie, in Abuja on Thursday.
According to the document, the Bureau is introducing the e-PP to strengthen the achievements made by the government on procurement.
It said: “The initiative is intended to consolidate on the achievements made so far in government’s ongoing procurement reforms.
“This is through the introduction and deployment of modern technology to further ensure transparency, efficiency, competition and value for money in government expenditure.”
To achieve this, the document stated that a framework for the implementation of the e-PP platform had been developed.
“he first strategy is to evaluate and measure the level of preparedness of the current procurement system for the deployment of the e-PP,” it said.
The bureau is soliciting input from Ministries, Departments and Agencies, public procurement agencies, Civil Society Organisations, professional bodies and all stakeholders involved in the procurement process.
The document explained that inputs could be made through the “readiness assessment questionnaire”, which has been developed by the Bureau.
The questionnaire can be downloaded from the BPP website: www.bpp.gov.ng, and submitted to the BPP office or a scanned copy should be e-mailed to info@bpp.gov.ng by February 8.
According to the document, the programme is in collaboration with the World Bank through its Public Sector Governance and Reform Development Project and State Employment and Expenditure for Results.
NAN reports that the BPP recently issued a warning to contracting organisations not registered on the e-procurement database of the Federal Government to do so by December or be disallowed from doing business with it.
Government said the database “is aimed at easing the procurement process and eliminate fraud”.
