European Union diplomats have said there is currently no majority among EU member states to have a mandatory redistribution of asylum seekers from Italy and Greece to other countries in the bloc.
Meanwhile, a compulsory approach was opposed to by many countries, they said on condition of anonymity that following talks by EU interior ministers in Luxembourg.
The proposal for the mandatory redistribution was discussed at the meeting, but a vote did not take place.
The ministers were said to be in agreement only on the setting-up of reception centres in countries facing migrant influxes such as Italy and Greece.
According to the diplomats, opposition to the redistribution plan came from countries in eastern and central Europe, notably Hungary and the Czech Republic.
However, a voluntary mechanism could gain more traction.
