The situation of late passage of the budget got to its peak during the 8th National Assembly particularly because of the uneasy relationship which resulted in incessant friction between the Presidency and the Bukola Saraki-led National Assembly.
The house passed the bill after considering the report of the Committee on Appropriations presented by the Chairman, Hon. Muktar Betara during the Committee of Supply.
The budget passed by the Senate, was, however, jerked to N10.594 trillion, an increase of N264 billion
The decision of the Senate was sequel to a point of order raised by the Chairman, Senate Committee on Appropriation, Jubril Barau, who requested for one more week to work on the 2020 budget proposal.
The draft budget is made up of N66,802,247,316 only for Recurrent Expenditure, while N69,815,600,000 only is for Capital Expenditure.
Lawan stated this in his remarks after the Senate debated exhaustively on Thursday two critical Bills for an Act to amend the National Council on Public Procurement and Bureau of Public Procurement Act No. 14 of 2007.
Ortom, while presenting the budget in Makurdi, said it was made up of N114 billion recurrent expenditure and N74 billion capital expenditure.
