At the 2nd abortive session of the Federation Account Allocation Committee within the same month of September 2013, the committee of the 36 States Commissions of Finance, including the FCT, Abuja representative, hereinafter referred to as and called the FORUM, and in consultation with our respective States Accountant General, unanimously rose with the following Resolutions:
to condemn, and we did condemn and express our outer disenchantment with the way and manner in which the Hon. Minister of State for Finance, as the Chairman of FAAC, has been running the administration of the Committee with resolute recklessness which demonstrates absolute insensitivity to the financial problems of both the subnational and the Local Governments of the Nigerian Federation.
. that we reject and condemn the abortive rescheduled FAAC meeting which the Hon. Minister flew as a kite and yet vamoosed from scene without any iota of attempt to implement, improve or ameliorate on our previous and subsisting demands as conditions for a successful subsequent FAAC meeting.
that the Minister has deliberately failed and or refused to sincerely brief the President and Commander-in-Chief of the Armed Forces of the Federal Republic of Nigeria, His Excellency, Dr. Goodluck Ebele Jonathan (GCFR) on both the accurate and informed realities of the States, Local Governments and the demands of the Honourable State commissioners of Finance which include in increased cost of funding security; pileup project and salary bills and other incidental debts.
. that the Minister has displayed great disdain and contempt for the FAAC members, with great bias against the States representatives, and needs to be addressed against this stance for a review of his attitudes and negligent dispositions on the administration of FAAC.
. in the circumstance thereof, we hereby state as follows:
that we, as our State Governors’ Representatives, have no contrary instruction to pass the August 2013 FAAC Account until the outstanding N336.0 Billion accrued and arrears of augumentation and FAAC Budget Benchmark differentials are cleared.
. that we shall not attend any subsequent FAAC meeting until and unless their Excellencies, our State Governors, meet and resolve either for or against this stand.
. THAT MR. PRESIDENT MUST HEAR THIS.
. that we wish both the President and the State Governors a successfully resolution of this sustaining problem in our FAAC matters.
