The agencies, which include UN Food and Agriculture Organisation and World Food Programme, listed the 16 states as Bauchi, Benue, Gombe, Jigawa, Plateau, Niger, Kebbi, Katsina, Kaduna, Taraba, Zamfara, Sokoto, Kano, Yobe, Borno and Adamawa.
