The request was contained in the submission of the Minister of Information and Culture, Lai Mohammed, at the public hearing of a bill to amend the Nigerian Broadcasting Commission Act organised by the House Committees on Information, Ethics and Values.

The requirements are much stiffer for investors with long-term investment commitments, who have to confront the country’s notoriously acute infrastructural deficit and fill the gaping gaps-all by themselves-and continue to do so. To take on the infrastructural challenges, particularly of the technological variety, requires near-blind faith in Nigeria and, of course, money. Tonnes of it, that is.

The test implies that one can identify a subject by observing its/his or her habitual characteristics and actions.  With the duck test, I am scrutinizing the role of the Minister of Information and Culture, Alhaji Lai Mohammed who, in February, announced himself the chairman of the Ministerial Task Force on the Federal Government’s Digital Switchover (DSO) programme. Since then, and, of course, before, the National Broadcasting Commission (NBC), which should drive the DSO programme, has become an extra in its own movie.

Speaking during the formal handover of the tastefully finished blocks, the District Head, Chief Yunusa Bako Abdullahi, commended the gesture by the foremost Consumer Packaged Goods company and bottlers of Coca-Cola products in Nigeria, saying the community would continue to cherish the support.
