Cardoso made this known when he appeared before the House of Representatives Committee on Banking Regulation on Tuesday.
The forum, organised by the International Monetary Fund and World Bank Group, brought together a select group of global leaders.
Cardoso said that this had led to a 50 percent reduction in month-on-month inflation between February and May.
Cardoso spoke at the UK-Nigerian Chamber of Commerce on: “The Impact of the Recapitalization of Nigerian Banks.”
He said this on Tuesday in Abuja when he appeared before the House of Representatives on the state of the Naira.
