The Senate on Thursday established that the Ministry of Petroleum Resources and the Nigeria National Petroleum Corporation failed to be transparent in engaging ENI/NAOC and Oando as financiers to rehabilitate and improve performance of the Port Harcourt Refinery.
The Senate resolution was sequel to adoption of the report of the Adhoc Committee on planned concession of the Port Harcourt Refinery to AGIP/ENI and Oando Plc by the Ministry of Petroleum Resources.
The Senate also resolved that the revamping of Port Harcourt Refinery, be discontinued forthwith, insisting on transparent process.
The Senate also directed NNPC to re-advertise the rehabilitation of the Port Harcourt Refinery.
It could be recalled that in May, the Senate ordered immediate stoppage of all processes and transactions on the planned concessioning of the Port Harcourt Refinery.
Agip/Eni and Oando were to benefit from the concession contract with a contractual term of $15 billion.
The Senate immediately at plenary set up a seven-man ad-hoc committee to probe the $15 billion contract, with Abubakar Kyari as chairman, while Dino Melaye, Duro Faseyi, Sabo Mohammed, Aliyu Wammako, Mathew Urhoghide and Benjamin Uwajumogu served as members of the committee.
