The Katsina State Government on Thursday alleged that the immediate past administration in the state diverted N11.1 billion from the State Joint Account to the accounts of Association of Local Government Chairmen.
Alhaji Farouk Jobe, the Special Adviser to Governor Aminu Masari on Banking and Finance, made the allegation while presenting a memo before the State Commission of inquiry investigating missing funds.
Jobe alleged that the money was diverted for personal use from various accounts between January 2011 to May 2015.
He said: “The sum of N10.2 billion was transferred to ALGON Account in Union Bank, Katsina with number 0022352205.
“The sum of N961 million was transferred from the joint Account into the ALGON Account in Access Bank with an account number 0060169237.
“The total amount diverted into the two accounts of ALGON are N11,169,363,920.97 from the period of 1st January 2011 to May 28, 2015.”
The special adviser tendered the statement of account of ALGON to the commission as evidence of the multiple transfers and transactions during the period under review.
Jobe further tendered the statement of accounts from the Katsina State Ministry for Local Government Affairs and Subsidy Re-Investment Programme from where the funds were transferred to the ALGON accounts.
He said: “The funds are transferred from the Local Government Joint Accounts domicile in Access bank with Account No.0005489910 and the SURE-P Account domicile in Fidelity Bank with No.5030031902.”
Jobe said signatory to the ALGON account were Ibrahim Sani Dankaba (former Chairman Kaita LGA), the ALGON Chairman; and Alhaji Hussani Dambo, a former Chairman of Ingawa LGA and the then ALGON Treasurer.
The counsel to the commission, Hassan Liman, prayed the commission to accept the bank statement of account and other documents as exhibits.
The Chairman of the commission, Justice Muhammad Surajo, accepted the Memo and the two bank statements of ALGON as exhibits.
Surajo added that the two bank statements for the Ministry of Local Government Affairs and SURE-P were marked exhibit 36.
Masari had in March instituted the commission to uncover those behind missing funds and property belonging to the state.
